The incumbent in the case of those elective officers specified in Section 109.02 and the Mayor in the case of those appointive officers specified in Section 109.03 shall review and, as necessary, promptly revise the designations of emergency interim successors to insure that at all times there are at least three qualified emergency interim successors or duly authorized deputies or any combination thereof for each officer.
