103.01. Datum plane.
   (a)   Elevations Established.
   The datum or zero plane is the mean sea level as determined by the United States government, and for all plans and engineering work under the control of the City, such datum shall be construed as zero (0.000) and all grades or elevations established by the City shall refer to this datum or zero plane.
   All existing elevations shall be adjusted to such datum or zero plane, but such adjustment shall in no manner affect any improvement or engineering work heretofore done by the City or any improvement or engineering work upon which work has been commenced.
   (b)   Official Elevations.
   The Department of Public Service is hereby authorized to establish bench marks to designate elevations in relation to the mean sea level datum as provided in subsection (a) hereof and all elevations so established shall be construed as the official elevations of the City and shall be admissible in evidence in any court for the purpose of proving such elevations.

103.02. Plane coordinates.
   (a)   Origin.
   The origin of plane coordinates of and for the City is hereby established 131482.0 feet south and 118923.0 feet west of a point upon the Ohio Bank building, known as Triangulation Station Bank, the position of which upon North American datum is latitude 41°13'04".606 and longitude 83°32'07".360.
   (b)   Establishment.
   The positions of the stations of the triangulation and of the first-order traverses in conjunction therewith, on file in the office of the Commissioner of Transportation, are accepted and their plane coordinate values construed as establishing the plane coordinate datum in their respective localities.
   (c)   Surveys shall be adjusted.
   All surveys affecting the position or improvement of streets and of public property shall be connected with and adjusted to the plane coordinate system thus established.
   (d)   Future subdivisions to conform.
   The boundaries of all future recorded subdivisions and the angle and curve points of streets of such subdivisions shall be coordinated upon the plane coordinate datum of the City by means of connecting traverse surveys of an accuracy of at least one part in 10,000, such surveys to be connected with stations of the triangulation or of the first order traverses at two or more points.
   (e)   Future Legislation to conform.
   All future ordinances or resolutions of Council containing descriptions of streets or of public property shall include in such descriptions the plane coordinate positions of all angle and curve points.

103.03. Official time established.
   The official time for the City of Toledo from and after 2:01 a.m. September 30, 1945, shall be the mean astronomical time of the seventy-fifth degree of longitude west from Greenwich, such time being that which is established by Ohio R.C. 1.04 as the standard time throughout the State.
