The Director of Parks and Youth Services shall adopt rules and regulations governing the use of City owned parks, community centers and recreation facilities. This shall include, at a minimum, rules regarding minimum safety requirements to use city facilities and a standardized fee schedule and permitting process. Such rules and regulations shall be published in the same manner and shall have the same effect as the ordinances of the City.
