There is hereby created the Department of Parks and Youth Services. This Department will have general responsibility for the development and operation of city-owned and/or controlled parks, recreational facilities and community centers. It shall also have responsibility for the development and administration of a comprehensive youth service program, recreation and community enrichment program, and an educational engagement and workforce development program.
