The Director of Toledo Fire and Rescue Department shall assemble a committee to prepare a comprehensive, community wide, emergency action plan that is designed to provide a framework for response to chemical emergencies in the community. The committee shall complete its emergency action plan within one year from the effective date of this section. The committee shall evaluate the plan and make necessary changes at least once a year after the plan is initially completed.
The committee shall also act as the City's representative and liaison with the State during the implementation and operation of the Local Emergency Planning Committee as required by the Emergency Planning and Community Right to Know Act of 1986.
