(a) The Department of Public Safety and/or the Department of Public Utilities shall conduct inspections of facilities for the purpose of determining:
(1) That the on-site regulated substance inventory and location is consistent with the information submitted pursuant to Section 1513.03;
(2) The appropriateness of the facility's contingency plans including its Pre-fire Plan and SPCC Plan;
(b) The City shall have the right to enter any facility during an emergency or during the facility's normal business hours for the purpose of enforcing any section of this chapter.
