No owner, agent, employee, driver or operator shall knowingly break the seal placed by the Officer or an authorized City Inspector on a taximeter, or knowingly change the calculation rate of a taximeter except to comply with a change in the rate schedule specified in Section 781.05 and having such taximeter inspected and sealed by the Officer or an authorized City Inspector.
Following a conviction under this section it shall be mandatory for the Director to revoke the permit of the offender.
