Whenever a new schedule of rates for taxicabs is adopted, the taximeter on all taxicabs shall be adjusted to the new rate, and the taximeter inspected, tested and sealed by the Officer or an authorized City Inspector, as hereinbefore provided, before the new rate becomes effective.
