No person, firm or corporation owning and operating any taxicab shall offer or let the same for hire unless the Taximeter affixed thereto has been inspected and tested by either the Officer or an authorized City Inspector and found to calculate and register the fare correctly in accordance with the rates specified in Section 781.05 and a seal attesting thereto placed on such Taximeter. A seal is not required for Taximeters utilizing GPS for measurement of distance.
