No person, firm or corporation shall operate a taxicab unless such vehicle is equipped with a Taximeter. Such Taximeter shall be approved in advance by the Officer or an authorized City Inspector, operated mechanically or electronically, and accurately track the distance travelled by the taxicab via GPS or other commercially reliable means.
