(a) A properly designated Officer of the Toledo Police Department will periodically inspect all vehicles at the Police Impound Lot and will determine which of such vehicles are authorized to be junked by preparation and notation of a junk list. A vehicle is not deemed junk until all necessary State of Ohio title documentation relating to the salvage of a vehicle is complete.
