If any provision of any regulation of the Commissioner or the application thereof to any person or circumstances is held to be invalid, such invalidity shall not affect other provisions or application of any other part of such regulations which can be given without the invalid provisions or application, and to this end the provisions of all regulations of the Commissioner and the various applications thereof are declared to be severable.
