(a) Flush water closets, lavatory basins and bathtubs or showers, properly connected to an approved water and sewer system and in good working condition shall be supplied in the following numbers and shall comply with the subsections hereof:
For persons not provided for in private toilet rooms:
1 water closet for:
1 to 10 males;
Each additional 25 males;
1 to 8 females;
Each additional 20 females.
1 urinal for:
Each 25 males, where 11 to 150 males use the same toilet room;
Each 50 males, in excess of 150 males using the same toilet room.
1 lavatory for:
Each 10 persons.
1 bathtub or shower for:
1 to 10 persons;
Each additional 15 persons.
(1) Every water closet compartment bathtub and shower room shall be supplied with a lock for every door and shades, draw drapes or other devices or materials which, when properly used, will afford privacy to the occupant;
(2) All such facilities shall be so located within the dwelling as to be reasonably accessible from a common hall or passageway to all persons sharing such facilities;
(3) Every lavatory basin and bathtub or shower shall be supplied with heated and unheated water under pressure at all times.
(4) No such facilities shall be located in a cellar or in a basement except by written approval of the Commissioner.

(5) Every window of every room used for sleeping shall be supplied with shades, draw drapes or other devices or materials which, when properly used, will afford privacy to the occupant of the room.
(6) Every rooming unit and every dwelling unit in every dwelling shall be numbered in a plain and conspicuous manner, the number to be placed on the outside of the door to such rooming unit or dwelling unit. No two doors may bear the same number. No number on any door of any dwelling unit shall be changed to any other number without first securing a written approval of the Commissioner.
