Whenever any person shall be in actual possession of or have charge, care or control of any property within the City, as executor, administrator, trustee, guardian or agent, such person shall be deemed and taken to be the owner of such property within the due intent and meaning of this chapter, and shall be bound to comply with the provisions of this chapter to the same extent as the owner, and notice to such person of any order or decision of the Director of the Department of Neighborhoods and/or the Director Health, shall be deemed and taken to be a good and sufficient notice, as if such person was actually the owner of such property.
