Before proceeding to execute such order, the Director of the Department of Neighborhoods and/or the Director of Health, or their designated representatives, shall provide notice to the owner of the premises that the City shall execute the order and charge the cost thereof to the owner of the property. The notice can be included with and made a part of the order to abate.
