(a) No person or entity shall construct, operate, maintain, use or modify a swimming pool, regulated by this chapter, without a license issued for that purpose by or through the Director of the Toledo Health Department, or his/her representative, pursuant to Revised Code Chapter 3749, Administrative Code Chapter 3701-31 and the provision of this chapter.
(b) No person or entity who constructs, operates, maintains, uses or modifies a swimming pool regulated by this chapter shall be licensed or continue to be licensed by or through the Director of the Toledo Health Department, or his/her representative, until and unless that person or entity is and remains in compliance with Revised Code Chapter 3749, Ohio Administrative Code Chapter 3701-31, public health orders issued by the Toledo Health Director, or his/her designated representative, and the provisions of this chapter.
