965.17. Skin diving.
   (a)   No person shall engage in skin or scuba diving in the restricted areas designated in Section 965.10, except in an emergency.
   (b)   No diving shall be done in any area of the harbor unless warning buoys or flags have been properly displayed.
   (c)   The operator of any vessel upon observing the "skin diving" buoy or flag shall reduce his speed to the minimum and approach no closer than 100 feet of such signal.
