(a) There is hereby established a Solid Waste Disposal Trust Fund into which shall be deposited and/or transferred twenty-five percent (25%) of all landfill user fees, authorized by Section 963.08, which are received after January 1, 1987, pursuant to regulations and procedures adopted by the Director of Finance.
(b) The Director of Finance is authorized to draw warrants against such fund, upon presentation of proper vouchers, in payment of obligations based upon appropriations to be authorized by Council for the purpose of development of solid waste disposal sites.
