§ 95.20  REMOVAL OF ICE AND SNOW; MAINTENANCE OF SIDEWALKS.
   (A)   The owner, occupant, or person having the care of any building or lot of land bordering on any street with a graded or paved sidewalk, within the first 4 hours after daylight, following or during a fall of snow, shall cause the snow, including snow or ice falling from any building, to be removed from the walk.
   (B)   Whenever the sidewalk or any part thereof becomes encumbered with ice, the owner, occupant, or person in control, within the first 4 hours after daylight, following or during its formation, shall remove the ice or sprinkle it with sand or other suitable substance.
   (C)   All sidewalks, curbs, and gutters shall be maintained and kept clean and in repair by the owner of the real property abutting thereon and said owner shall be solely responsible and liable therefor.  The owner of the real property abutting any sidewalk, curb, or gutter, shall apply for and secure a permit for the necessary maintenance or repair from the City Manager before making such repairs.  Any sidewalks, curbs, or gutters which are repaired or replaced pursuant to this section shall be constructed with ramps for persons with disabilities in accordance with R.C. § 729.12.
