§ 95.19  MATERIALS ON STREET OR SIDEWALK.
   No person shall encumber any street or sidewalk or, being the owner, occupant, or person having the care of any building or lot of land bordering on any street or sidewalk, permit the same to be encumbered with barrels, boxes, cans, articles, or substances of any kind, so as to interfere with the free and unobstructed use thereof. Merchants in the downtown commercial area, identified as the CC Community Center District on the Official Zoning Map, may utilize a portion of the sidewalk immediately adjacent to their businesses for planters, seating, temporary displays, temporary tent-signs, and similar business promotional activities, provided that a minimum clear distance of five feet is maintained between such business items and the back side of the curb or any public facilities or appurtenances including but not limited to fire hydrants, utility poles, park benches, street trees, traffic signs, and trash receptacles.
