§ 95.18  STREET AND SIDEWALK OBSTRUCTIONS.
   No person shall obstruct any street, alley, sidewalk, public right-of-way, or other public way within the municipality by erecting thereon any fence, building, or structure, including, but not limited to, ornamental planters, decorative rocks, flagpoles, paper boxes, and mailboxes (excluding paper boxes and mailboxes constructed with either 4 inch by 4 inch or less wooden poles or 4 inch diameters or less hollow metal poles as box supports) or permitting any fence, building, or structure to remain thereon. Each day the fence, building, or structure remains on the street, alley, sidewalk, public right-of-way, or other public way shall be deemed a separate offense. Merchants in the downtown commercial area, identified as the CC Community Center District on the Official Zoning Map, may utilize a portion of the sidewalk immediately adjacent to their businesses for planters, seating, temporary displays, temporary tent- signs, and similar business promotional activities, provided that a minimum clear distance of 5 feet is maintained between such business items and the back side of the curb or any public facilities or appurtenances including but not limited to fire hydrants, utility poles, park benches, street trees, traffic signs, and trash receptacles.
