(A) Restoration or replacement of excavations or resurfacing thereof, in accordance with the Municipal Engineer's specifications, may, at the option of the applicant, be done either by the applicant or the municipality. If the applicant elects to have the municipality do the required restoration, replacement, or resurfacing, the applicant shall pay for such in accordance with the schedule of charges established by the Municipal Engineer.
(B) No person, partnership, company, corporation, or agent thereof shall excavate in or under the streets, alleys, or public ways of the municipality without first obtaining a permit in accordance with the provisions of this chapter.
