(A) No person shall deposit within the municipality any garbage, rubbish, recyclables, debris, ashes, animal offal, animal or vegetable refuse, dead animals, or waste matter of any kind in any dump, private or public, which is not under control of the municipality.
(B) No one, other than the municipality, shall establish or permit to be established, maintained or operated upon his or her property any private or public dump within the limits of the municipality.
