§ 5.03  RELATION TO MUNICIPAL MANAGER.
   Except for the purpose of inquiry or investigation, the members of the Council shall deal with the administrative employees of the municipality solely through the Municipal Manager.  No member of Council shall take the initiative in the appointment or removal of officers or employees subordinate to the Municipal Manager.  Neither the Council nor any member or committee thereof shall give any orders to a subordinate of the Municipal Manager either publicly or privately.  Any Councilmember declared in violation of this prohibition of the Charter and removed from office under § 4.08 (B) and (C) shall not be eligible to hold further office or employment in the municipal government for a five (5) year period.
