The Council may adopt any standard code of technical regulations by reference thereto in an adopting ordinance or resolution. The procedure and requirements governing such an adopting ordinance or resolution shall be as prescribed for ordinances or resolutions generally, except that:
(A) The requirements of § 4.14 (C) for distribution and filing of copies of the ordinance or resolution shall be construed to include copies of the code of technical regulations as well as of the adopting ordinance or resolution, and
(B) Any amending of any section of the technical regulations or any repeal thereof shall be stated in the ordinance or resolution, and
(C) A copy of each adopted code of technical regulations as well as of the adopting ordinance or resolution shall be authenticated and recorded by the Clerk of Council pursuant to § 4.17 (A). It first must be signed, however, by the President of Council or by the acting President of Council.
Copies of any adopted code of technical regulations shall be made available by the Clerk of Council for public reference or for purchase at a reasonable price. Publication of the technical code shall not be required of Council.
