(A) The sections contained in this chapter provide for the regulation of industrial users of the city's wastewater collection system through the issuance of permits to industrial users and through enforcement of discharge limitations and monitoring requirements. This chapter shall also provide for the setting of fees for the equitable distribution of costs resulting from the program established herein.
(B) This chapter shall apply to the city and to persons outside the city who are, by contract or agreement with the city, users of the city POTW. Except as otherwise provided herein, the Utility/Service Director shall administer, implement, and enforce the provisions of this chapter.
