(A) Upon creating the Division of Emergency Services under § 35.01(B), the Chief of Emergency Services shall be in charge of the personnel thereof and perform the following duties:
(1) Formulate and recommend to the City Manager, for approval, policies, procedures, rules, and regulations for the government and operation of the division and its personnel.
(2) Be responsible for the performance by the division of the duties assigned to it by the Charter, by law, and by this administrative code.
(3) Have control of the assignment of all personnel within the division.
(4) Provide for the training and instruction of personnel within the division.
(5) Perform those other duties that the City Manager may prescribe.
