It shall be the policy of the City Council, through the City Manager and designated assistants, to recognize and bargain collectively with those city employees represented by labor organizations in accordance with rules and regulations contained in the Ohio Revised Code, Ohio Administrative Code, State Employment Relations Board, and any applicable federal laws.
