The unclassified service of the municipality shall include the City Manager, all directors of departments, all division heads, the Director of Law, the City Engineer, and all other municipal officers and employees who are in the unclassified service under provisions of general law and under provisions of ordinances. In the event that the Civil Service Commission is requested to hear an appeal from an administrative determination concerning an employee in the unclassified service, it shall sit as a board to hear the appeals, and shall then be known as the Personnel Review Board. The organization of this Board shall be identical to that of the Civil Service Commission. The City Manager shall provide the necessary staff assistance for the Personnel Review Board.
