The Board of Appeals is established by City Charter Section 8.04. Membership shall consist of 5 members, appointed by City Council from among the qualified electors of the municipality. The 5 citizen members shall serve a 3-year term of office. The terms of the members appointed to the Board shall be staggered in such a manner that the terms expire January 1, 1988, and January 1, 1989. The City Council shall make the appointments in such a manner so that such terms are staggered as indicated in this subchapter.
