No outside wall, structure, building or part thereof shall hereafter be built, enlarged or altered in the exterior within the corporate limits until a plan of the proposed work, together with a statement of the materials to be used and the estimated cost thereof, has been submitted in duplicate to the City Manager. The City Manager shall issue a permit for the proposed construction if the plans meet the requirements of this chapter.
