It shall be unlawful for any person to write upon, deface, tear, damage, take without permission, or fail to return any books, pamphlets, newspapers, magazines, maps, cassette tapes, films, slides, microfilm and other like materials belonging to, or in the possession or under the control of the Board of Library Directors.
