It shall be unlawful for any person, firm, association, or corporation, other than the regularly constituted authorities of the United States, the county, the village, or of the state, or any association or corporation licensed by the state, pursuant to an act of the legislature, to regulate the treatment and control of dependent, neglected, and delinquent children, or to open, conduct, manage, or maintain any home, as defined in § 124.200, within the corporate limits of the village, without first obtaining a license therefor as hereinafter provided.
