No owner, proprietor, manager, or superintendent of any business licensed under this chapter where one or more persons are employed shall cause, permit, or allow the business, or any portion of any room within the business, to be overcrowded or inadequate, faulty or insufficient in respect to light, ventilation, heat, and cleanliness. Fresh air shall be supplied by ventilation in accordance with the building regulations of the village. No part of the air supply shall be taken from any cellar or basement.
