No premises shall be operated as an auto court or motel unless each unit is equipped with adequate toilet and other sanitary facilities to serve the total number of persons accommodated therein. All sanitary facilities shall be properly connected with the sanitary sewer system of the village if the premises are located on a street served by such sewer.
