It shall be the duty of the Village Engineer to review each application for a Metropolitan Water Reclamation District of Greater Chicago sewerage system permit and the type of retention facilities sought by the applicant. The Village Engineer shall then recommend to the President and Board of Trustees the type of structure and location which will best suit the village's overall plan. At all times final approval for the permit and as to the type of retention will be reserved unto the President and Board of Trustees.
