§ 32.102 PURCHASES AND EXPENDITURES.
   (A)    (1)    The Village President and Board of Trustees may, on recommendation of the Coordinator or on their own motion, authorize the Coordinator of EMA to enter into contracts and incur obligations necessary to place the village in a position to combat effectively any disaster and to protect the health and safety of persons, protect property, and provide emergency assistance to victims of disasters.
      (2)    In the event of a disaster, the Village Coordinator of EMA is authorized, on behalf of the village, to procure any services, supplies, equipment, or material as may be necessary for these purposes, in view of the exigency without regard to the statutory procedures or formalities normally prescribed by law pertaining to village contracts or obligations, as authorized by the Illinois Emergency Management Agency Act, provided that if the Village President and Board of Trustees meets at that time, he or she shall act subject to the directions and restrictions imposed by that body.
   (B)    The State Treasurer may receive and allocate to the appropriate fund, any reimbursement by the state to the village for expenses incident to training members of the EMA as prescribed by the State Director of EMA, compensation for services and expenses of members of a mobile support team while serving outside the village in response to a call by the Governor or State Director of EMA, as provided by law, and any other reimbursement made by the state incident to EMA activities as provided by law.
   (C)    The Village President and Board of Trustees may, on recommendation of the Coordinator or on their own motion, enter into grant agreements with the state and other bodies concerning the Community Emergency Response Team (CERT) and other subjects related to disaster response and preparedness, and may authorize the Coordinator to expend any funds obtained pursuant to such grant agreements for any purpose allowed under the grant.
