The Board of Local Improvements shall consist of the Village President and two Trustees. The Trustee members shall be appointed annually by the Village President, with the advice and consent of the Village Board, at the first Village Board meeting in may of each year, or as soon thereafter as is reasonably practical. In the event that the Trustee members are not appointed at the first Village Board meeting in May in any year, the Trustee members appointed for the previous year shall remain as members of the Board of Local Improvements until an appointment of their successors is made.
