§ 31.125 ESTABLISHMENT.
   (A)    There is hereby created the office of Village Manager, an administrative office of the village.
   (B)    The Manager shall be appointed by the Village President by and with the advice and consent of two-thirds of the members of the Board of Trustees. The Village Manager shall serve for a term of one year. He shall be chosen solely on the basis of his executive and administrative qualifications with special reference to his actual experience in or his knowledge of accepted practice in respect to the duties of his office hereinafter set forth. During his tenure of office, he shall be a resident of the village and the state. No official shall receive such appointment during the term for which he shall have been elected nor within one year after the expiration of his term.
