§ 31.115 ESTABLISHMENT.
   The President, with the advice and consent of the Board of Trustees, may retain an attorney to represent or advise the village on legal matters; and the President with the advice and consent of the Board of Trustees may likewise, from time to time retain special counsel to advise or represent the village on special matters or to assist the attorney for the village. The Village Attorney shall serve for one year.
