Upon failure of any owner of any lot within the Village to comply with Section 1024.01, the Building Inspector shall serve written notice upon the owner of said lot to construct such drain or culvert, together with a copy of this chapter. Upon failure to comply with said written notice within two weeks, said drain or culvert shall be constructed by the Village at its own expense and the Village shall collect the amount thereof from the owner in the manner provided by law. The expense of construction of such drain or culvert shall be certified to the Auditor of Lake County, Ohio, for extension upon the duplicate and collected as a lien upon such lot or lots as in other cases for the improvement of streets.
