The owner of each and every lot within the Village which has a means of access to said lot by motor vehicle from any road or highway within the Village shall provide a drain or culvert between said lot and the road or highway on which the same fronts, of sufficient size and capacity to permit the free flow of water along the road drains and ditches at all times and so as to prevent the accumulation of water in and along said roads or highways.
