No pennants, streamers, festoon lights, balloons, mannequins, statues or inflatable/structural devices of any kind, other than those described in § 91.150, shall be used for selling, offering for sale, exhibiting, advertising or branding of merchandise or services. This does not preclude objects installed as part of city-approved branding, wayfinding or art programs. Flagpole sleeves in the sidewalk are reserved for governmental or non-profit use. Banner poles and banners are subject to a city-approved banner program. Lighting of any type is subject to city-approved lighting programs.
