(A) A new registration shall be required of any franchisee who desires to extend or locate its facilities within public rights-of-way of the city if such facilities or locations are not included in a non-expired franchise agreement with the city.
(B) A new registration shall be required of any franchisee who desires to provide an additional service which was not previously included in a non-expired, franchise agreement with the city.
