(A) Downtown parking district. The City Council, by ordinance, has identified the Downtown Parking District, its boundaries, and parking restrictions, to best utilize public on- and off-street parking in that identified District to best serve the businesses and the public for parking and business access and use.
(B) Identification of specific parking restriction(s).
(1) Specific parking limits or restrictions shall be consistent and properly identified by signs throughout the Downtown Parking District, for both on- and off-street public parking areas, so as to be easily understood. Other restrictions, not identified by this schedule, are identified and governed by the omnibus parking and traffic ordinance. The days and hours covered under this schedule are Mondays through Saturdays (9:00 a.m. to 5:00 p.m.) excluding holidays and Sundays and the specific limitations on overnight parking.
(2) The new Hoquarton Landing city street, upon transference to city, will be designated with:
(a) Eight spaces (including one ADA), four-hour time limit, with “no employer/employee” flagging;
(b) One Transit District loading space for local city transit buses; and
(c) One large parking space, at least 70 feet long, for “bus/rv parking only” designated by one solid line.
(C) On street parking restriction designations. The following description(s) indicate restrictions and or limits for on street public parking in the Downtown Parking District:

(E) Off-street parking regulations.
(1) All city parking lots will have a four-hour time restriction except for the old library lot, which will be unrestricted (except those spaces subject to lease rights), other than “no parking between midnight and 4:00 a.m.”.
(2) (a) For the Sue H. Elmore Park parking lot, allow for up to nine employer/employee permits, and for the City Urban Renewal Agency parking lot, 15 permits are allowed. The permit prices to be set by resolution, and reviewed for efficacy after six months.
(b) 1. The above referenced parking spaces shall be reserved for employer/employee permit parking using an administrative system to be established by the City Manager at a cost of $30 per month. Permit(s) do not guarantee a specific parking space in any lot and do not guarantee availability each day, depending on usage by customers.
2. Attached Exhibit A - Permit Procedures are hereby adopted and may be amended by the City Manager as future change may facilitate or require.
(c) 1. Permit parking at Sue H. Elmore shall revert to four-hour timed parking, consistent with the off-street parking regulations set forth in Resolution 1767.
2. The number of permit parking spaces at the TURA lot shall increase to 17. These TURA parking spaces shall be reserved for employer/employee permit parking using an administrative system to be established by the City Manager at a cost of $30 per month. Permit(s) do not guarantee a specific parking space in any lot and do not guarantee availability each day, depending on usage by customers.
3. The six-month review period reference in Resolution 1767 is extended an additional six months for continued observation of use during tourist season.
(3) Revisit certain lots after six months to check for utilization for parking of vehicles, including RVs and identify better access and signage.
(4) Continue to allow for seasonal, or other changes to restriction, if identified and requested, for certain parking lot(s) to help enhance employee parking, subject approval by the City Manager.
(5) Work with the Chamber on an educational component once plan is approved by Council.
