"Taxi" means every vehicle whose owner possesses a valid taxicab license and whose driver possesses a valid taxi driver's license pursuant to the provisions of Chapter 715 and whose owner or driver serves or accepts passengers for hire on the public streets except a motor bus operating under franchise with the City.
