165.10  DONATIONS TO CITY.
   (a)   No officer or employee of the City shall solicit from any entity any donation of money or property for the benefit of the City without prior approval of the Mayor, and then only within guidelines established by the Mayor on a case by case basis.
   (b)   If a donation of money or property is offered by any entity to any officer or employee of the City for the benefit of the City, such offer shall be reported by such employee or officer to his department head who shall in turn report the offer to the Mayor.
   (c)   No officer or employee of the City is authorized to accept a donation of money or property from any entity for the benefit of the City except the Mayor.
   (d)   Upon acceptance of a donation of money or property, the Mayor shall give a receipt therefor to the donating entity and shall report the nature and value of the money or property donated to the Director of Finance, who shall maintain a complete and separate record of all such donations.
   (e)   Whoever violates any provision of this section is guilty of a misdemeanor of the third degree.
