(a) The following days shall be considered paid holidays for all full-time employees of the City, regularly scheduled for thirty or more hours per week, not serving for a limited period of time except those included in collective bargaining agreements approved by City ordinance and those providing essential services:
(1) First day of January, known as New Year's Day.
(2) Third Monday in January, known as Martin Luther King, Jr. Day.
(3) Third Monday in February, known as President's Day.
(4) Friday prior to Easter Sunday, known as Good Friday.
(5) Whatever day in May is proclaimed by the Governor of the State and/or Mayor as Memorial Day.
(6) Fourth day in July, known as Independence Day.
(7) First Monday in September, known as Labor Day.
(8) Second Monday in October, known as Columbus Day.
(9) Eleventh day of November, known as Veterans Day.
(10) Fourth Thursday in November, known as Thanksgiving Day.
(11) The Friday following the fourth Thursday in November.
(12) Twenty-fifth day in December, known as Christmas Day.
(13) Any one date, to be considered a discretionary personal holiday, which must be scheduled with the immediate supervisor at least one week in advance.
(14) Any day declared to be a holiday by official proclamation of the Mayor.

(b) In the event that any of the above holidays falls on a Sunday, the following Monday shall be observed as a holiday. In the event that any of the above holidays falls on a Saturday, except the first day of January, known as New Year's Day, the preceding Friday shall be observed as a holiday. New Year's Day shall be observed on the following Monday when it falls on a Saturday.

(c) No officials, officers, or employees of the City may close their offices for public business during normal business hours except for holidays provided in this section and during special circumstances approved by the Mayor in writing upon prior notice of not less than two regular business days. The Mayor shall also be authorized to immediately close one or more offices or departments within the City because of existing conditions that may jeopardize the safety and welfare of City employees with any employee who was scheduled to work receiving compensation for the missed work.
