165.05  HOSPITALIZATION AND HEALTH INSURANCE.
   (a)   The City Administrator is authorized and directed to prepare specifications and advertise for bids and/or negotiate for hospitalization and other health benefit insurance policies covering City employees and elected and/or appointed officials as provided by ordinance or by approved labor contracts with certified bargaining units of City employees.  This shall be done annually, or at a reasonable time prior to the expiration of contracts in force, or as otherwise required by labor contracts, or as directed by the Mayor.  The bids received shall immediately be reported to the Mayor to allow for appropriations to be requested prior to executing contracts.

   (b)   Coverage shall be for all "full-time City employees," who are defined as those hired for positions contemplated to have a twelve-month regular work schedule, and who are regularly scheduled to work sixty hours at the assigned duties in each biweekly pay period, excluding sick leave, holidays and vacations.  One not a “full-time employee” is a “part-time employee”, who is defined further as an employee who is hired for duties scheduled for seasonal work, or a position intended to be for fewer than twelve months in a calendar year, and so described at the time of hiring.  (Ord. 08-62.  Passed 12-22-08.)
   (c)   Provisions are as follows:
      (1)   All full-time employees and elected and appointed officials, as herein defined, and specifically including four full-time officials:  the Mayor, the City Administrator, the Director of Finance and the Judge of Tiffin Municipal Court, and one part-time official, the Director of Law; shall be eligible for insurance of the same type and extent as provided by ordinance or by terms of labor contracts.  It is hereby intended to exclude coverage as a condition of employment, meaning payment of premiums by the City, for part-time employees or appointees, except as hereinafter provided.

      (2)   Employee eligibility for hospitalization and health benefit coverage shall be governed by the current contract's conditions and shall commence on the thirty-first day following employment and terminate on the last day of employment so far as the City is concerned, but without relation to a private contract between an employee and an insurance carrier at the employee's cost to take effect after termination.  Coverage of an elected official, Director of Finance, or City Administrator shall commence on the first day of the term to which the official has been elected or appointed, providing such official has supplied the City Administrator with suitable enrollment data within a reasonable time prior to the first day of the term.  Such coverage shall terminate at the end of the term, or the date of resignation or removal.

      (3)   A waiver of right to insurance coverage by an elected official shall not entitle such official to any increase in compensation or other benefits for the duration of the term.

      (4)   The City shall provide comprehensive major medical health insurance (standard plan), provided by an insurance carrier of the City's choice, for all elected and appointed officials who are eligible for health insurance benefits by ordinance and full-time employees of the City who are not covered by collective bargaining agreements. The City may, at its option, provide a second lower deductible medical health insurance plan.  Employees shall have the option of selecting either the standard plan or the lower deductible plan.  Effective May 1, 2012, the City will pay 85% of the standard plan premiums for the employee's health insurance regardless of which plan the employee selects.  Effective February 1, 2013, the City will pay 82 ½ % of the standard plan premiums for the employee's health insurance regardless of which plan the employee selects.  Effective February 1, 2014, the City will pay 80% of the standard plan premiums for the employee's health insurance regardless of which plan the employee selects.  If the employee selects the lower deductible plan, the employee will pay the difference between the Employer's contribution to the standard plan premiums and the premiums for the lower deductible plan.  Employee premiums will be paid through bi-weekly payroll deductions.  These employees shall have the right to voluntarily waive health insurance coverage pursuant to and in accordance with the requirements, terms, conditions and procedures contained in the City of Tiffin Section 125 Plan.  Changes in the rate of contribution to health insurance mandated by ordinance shall not be considered a modification of the annual salary of the elected officials.  (Ord. 12-23.  Passed 3-20-12.)
      (5)   Insurance coverage for the herein defined elected officials shall be continued until illness is disabling no longer, or to the end of a term, if such official resigns from office for reasons of health, verified by medical statement. 
      (6)   The City shall  not pay any  part of  the additional premium, if any, for health  insurance  coverage  for  an  unmarried dependent  child  of  an employee who  is 26  to 28 years old.  The employee shall  pay  for  any additional premium through bi-weekly payroll deductions.
