165.03  LONGEVITY.
   (a)   All full-time employees of the City, other than elected officials, Police Chief, Fire Chief, City Engineer, Public Works Superintendent, Park and Recreation Director, Superintendent, Wastewater and Sewers, and those covered by collective bargaining agreements, shall receive as an addition to their base pay an additional longevity pay based on the following schedule:

   (b)   Any full-time employees with six years or more of continuous service as of January 1, 1988, will continue to receive longevity enhancement of annual salary at the rate prevailing at the time they entered service with the City, to wit:

   Effective until such time as compensation may be calculated in accord with subsection (a) hereof without income reduction.

   (c)   Such benefit shall extend only to continuous service uninterrupted by other employment other than military service.  Service with another governmental agency may not be included in determination of any longevity benefit with the City.
   (d)   Terms of this section may be superseded by collective bargaining contracts approved by the City.

   (e)   The Police Chief, Fire Chief, City Engineer, Public Works Superintendent, Park and Recreation Director and  Superintendent, Wastewater and Sewers, shall receive as an addition to their base pay longevity pay based on the following schedule:
